WUC ignores multimillion Pula BURS garnishee order, continues to pay contractor

Tax Dispute: Water Utilities Corporation Payments Under Scrutiny

New information suggests the Water Utilities Corporation (WUC) continued payments to a contractor despite an active garnishee order from the Botswana Unified Revenue Service (BURS). The order, reportedly worth over P14 million, sought to redirect funds for outstanding taxes.

Delayed Compliance and Reduced Demands

Documents indicate WUC delayed acting on a BURS garnishee order for nearly seven weeks. During this period, the corporation reportedly continued payments to a contractor involved in its Smart Prepaid Water Metering (SPWM) project.

Following this delay, WUC reportedly advocated for a significant reduction in the initial tax demand. The final amount, P7.5 million, represents half of the original P14.7 million specified in the garnishee order. This development raises questions about the process and potential implications for public funds.

The Initial Garnishee Order

BURS reportedly issued the first garnishee order on May 9, 2025. This order instructed WUC to divert P14,706,681.11 from payments intended for the contractor and remit it to the tax authority.
